There were 164 votes cast. You read that right, 164, representing a very small district or block. Now, the winner was a dead woman on the ballot. Her opponent must be hated, I presume. That's like going to Wal-Mart and asking everyone to vote for either the smiley face or Bob in Health & Beauty. Sorry, Bob, Smiley won. Ouch!
