Actually, in the first couple of episodes DS9 was orbiting Bejor. When Sisko discovered the wormhole, O'Brien converted the stabilizing thrusters to push them toward it so they could defend it. That must have been a long trip, Bejor is said to be about 3 hours from DS9 by ship.
